First, do a good job of research and design with problem as the guide

General Secretary of the Supreme Leader pointed out: "Investigation and research are the foundation of seeking things and the way to accomplish things. Without investigation, there is no right to speak, and without investigation, there is no decision-making power." To lay the foundation for doing things, explore the way to achieve things, do a good job in research design, and adhere to the problem-oriented scientific determination of the theme and content of research. Practice is the foundation of cognition, the source of cognition, and the driving force of cognition development. Investigation and study embodies the dialectical relationship between practice and cognition, which requires us to find problems, analyze reasons, seek countermeasures, make practical moves and seek practical results in practice through investigation and study. Thought is the forerunner of action, and problems are the voice of the times. The design of research needs to adhere to the problem orientation, everything is focused on the problem, everything is aimed at the problem, and everything is aimed at solving the problem. To highlight the problem orientation and do a good job in investigation and design needs to strengthen theoretical study in accordance with the general requirements of "learning ideas, strengthening party spirit, emphasizing practice and building new achievements", adhere to the integration of learning, thinking and application, and unify knowledge, belief and practice, deeply understand the truth power and practical power of Socialism with Chinese characteristics Thought of the supreme leader in the new era, and turn this thought into a powerful force for strengthening ideals, tempering party spirit, guiding practice and promoting work. Based on the unprecedented changes in the accelerated evolution of the world, we should analyze the impact of increasing uncertain and unpredictable factors on promoting Chinese modernization, and deal with the deep-seated contradictions and more severe and complicated difficulties and problems faced by reform, development and stability, so as to make a good research and design as the starting point and foothold. Grasp the essence and laws of things through investigation and study,Find ways and paths to solve difficult problems. Highlighting the problem orientation and doing a good job in research and design need to be closely linked with the actual work, and improve the accuracy of focusing on problems and the ability to solve problems. China has a vast territory, numerous state institutions, different natural resource endowments in different regions, different work contents in different fields and different problems in different departments. Doing a good job in research and design requires all localities and departments to adhere to the needs of their work, focus on local reality, base on departmental functions, and realistically carry out strategic research, countermeasure research, forward-looking research, follow-up research, anatomical research and supervision research. What kind of research needs to adhere to the problem orientation, focus on regional characteristics and departmental functions, and study and determine based on solving practical problems. In a word, only by adhering to the problem orientation and doing a good job in investigation and design based on solving practical problems can we avoid falling into the misunderstanding of understanding, from scheme to scheme, from concept to concept, and avoid staying in the "last mile" of investigation and research in words, in form, in reports and in solving problems.

Second, use a variety of methods to analyze the reasons

Emphasizing problem-oriented and doing a good job in investigation and research requires not only daring to face up to problems, being good at finding problems, finding out the situation and finding the problems accurately, but also using various methods to analyze the reasons comprehensively, concretely and thoroughly, which requires fully applying various methods to investigation and research.
