  Compared with the recruitment of civil servants by the central government and its directly affiliated institutions, which is called "national examination", the recruitment of civil servants in Beijing is called "Beijing examination" by many candidates.

  According to the Announcement of Beijing Municipality’s 2018 Annual Examination for Civil Servants, the registration time for the "Beijing Examination" in 2018 is from 9: 00 on November 27th to 17: 00 on December 1st, and the written examination time for public subjects is December 17th.

  According to the statistics of relevant institutions quoted by Beijing Daily, in 2018, Beijing authorities at all levels recruited a total of 2,095 civil servants, and planned to recruit 4,272 people, a decrease of 41 positions and 750 people compared with 2017.

  As far as specific positions are concerned, in the recruitment of "Beijing Examination", it is explicitly required that only 2018 fresh graduates can apply for 699 positions, and there are 630 positions in grassroots work experience, and all fresh graduates can apply for these positions, accounting for 63.44% of the total number of positions.

  For the new graduates who are not Beijing students and universities, who are called "double foreign students", the requirement of this "Beijing exam" has replaced "985" and "211" with "double first-class". It is required that undergraduate and above graduates who have obtained "three excellent students", "outstanding student cadres" or "outstanding student scholarships" at or above the school level during their highest academic qualifications in universities outside Beijing that are included in the list of world-class universities (subject to the list published by the Ministry of Education, the Ministry of Finance and the National Development and Reform Commission).

  Overall observation, according to the statistics of reporters, in the past two years, the recruitment scale of "Beijing Examination" has been declining continuously. In the recruitment of civil servants in Beijing in 2016, the total number of recruits reached 6,857, an increase of more than 80% over the previous year, setting a record for the past years. In 2017, the "Beijing Examination" provided a total of 2,136 jobs and recruited 5,022 people. In 2018, the number of "Beijing Examination" recruits was reduced to 4,272 again.

  The three provinces have started the recruitment of civil servants in 2018

  From the end of October to the beginning of November, in 2018, the central authorities and their directly affiliated institutions registered for the examination of civil servants.   In addition, in 2018, the recruitment of civil servants for examinations at all levels in Zhejiang Province was also launched this month, and the registration time was from November 22 to 27. In 2018, Zhejiang Province plans to enroll 7,328 civil servants (including staff who refer to the Civil Service Law), an increase of 862 over 2017.

  As far as the examination time is concerned, both Beijing and Shanghai set the written examination time as December 17th, and Zhejiang set the written examination time as January 6th and 7th, 2018.

  Compared with the familiar "national examination", what is the difference between the "provincial examination" of civil servants? Some experts have analyzed that the "provincial examination" for civil servants is organized by the provincial party Committee organization department, the provincial human resources and social departments and the provincial civil service bureau, and recruits civil servants for the provincial, city, county and township organs. It is held within the province.

  Unlike Beijing and Shanghai, which started the recruitment of civil servants early, in recent years, most provinces concentrated the "provincial examination" on the written examination from March to May every year. For example, on April 22 this year, 24 provinces across the country held the written examination of the 2017 provincial examination on the same day, which was also called the "joint examination" for civil servants by candidates.

  The recruitment policy continues to tilt to the grassroots level.

  In recent years, whether it is the "national examination" or "provincial examination" of civil servant recruitment, the recruitment policy has paid more attention to grassroots orientation.

  For example, in Beijing, in this "Beijing Examination", except for some special positions and professional positions, the municipal authorities mainly recruited grassroots work experience personnel with more than 2 years. Grassroots posts such as streets, towns and villages in hard and remote areas should appropriately lower the entry threshold. At the same time, newly hired personnel in these positions should sign an agreement with a minimum service of 5 years. According to the relevant regulations of Beijing, the minimum service period of newly hired township civil servants is 5 years, and they are generally not allowed to be transferred out of towns and villages during the service period.

  According to the report of Zhejiang Daily, in the recruitment of civil servants in Zhejiang in 2018, except for the shortage of professionals and special positions, the recruitment or selection of civil servants by provincial authorities and institutions in Hangzhou and Ningbo should be aimed at grassroots work experience personnel with more than two years, and the proportion of grassroots work experience personnel recruited by other districts, cities and municipal authorities with more than two years should account for more than 50% of the total recruitment plan at this level.

  In addition, among the four-level joint entrance examination positions in Zhejiang this time, county (city, district) office positions accounted for 71%, and township (street) office positions accounted for 14.2%. At the same time, 200 Selected Graduates and village officials will be recruited.
