Ministry of Commerce： The controllable scale of China’s foreign trade order outflow has limited influence.

Overall, the scale of these orders outflow is controllable and the impact is limited.

This is what Li Xinggan said in response to a reporter’s question about the order outflow and industrial relocation of some domestic industries at the routine briefing on the State Council policy held that day. He said that the relocation of some industries conforms to the economic law, and China has been ranked as the world’s largest exporter of goods for 13 consecutive years. With the continuous upgrading of domestic industries, the factor structure is changing, and some enterprises take the initiative to make global layout and transfer some of their manufacturing links abroad, which is a normal phenomenon of division of labor and cooperation in trade and investment.

Li Xinggan emphasized that China’s position in the global industrial chain supply chain pattern is still consolidated. China has a complete industrial system, obvious advantages in infrastructure, industrial supporting capacity and professional talents, and the business environment is constantly optimized, and the attractiveness of the super-large-scale market is constantly increasing. In the first four months of this year, the actual use of foreign capital in China increased by 20.5% year-on-year, equivalent to 26.1% year-on-year.

Talking about how to fully help foreign trade enterprises to guarantee orders, expand markets and stabilize industries, Li Xinggan said that it is necessary to promote effective policies and measures, fully help foreign trade enterprises to resume work and reach production, and comprehensively restore and continuously enhance the comprehensive competitiveness of foreign trade enterprises in China; Strengthen the service guarantee of enterprises and make every effort to help solve the difficulties and problems encountered by foreign trade enterprises in trade facilitation, logistics and transportation, and obtaining orders; Guide the optimal layout of production capacity, guide the gradient transfer of industries to the central and western regions and northeast regions, and guide qualified enterprises to carry out global layout in an orderly manner.

Li Xinggan emphasized that we should firmly promote the high-level opening up, implement the Regional Comprehensive Economic Partnership Agreement (RCEP) with high quality, continue to promote the strategy of upgrading the Free Trade Zone, continue to promote the accession to the Comprehensive and Progressive Trans-Pacific Partnership Agreement (CPTPP) and the Digital Economy Partnership Agreement (DEPA), and standardize the international trade rules, so that China will always become a hot spot for foreign investment.
