  The Municipal People’s Government approves the Provisions on the Authority of Price Supervision and Inspection of Beijing Price Inspection Institutions, which will be promulgated and implemented by your bureau. Provisions on the authority of price supervision and inspection of Beijing price inspection institutions (approved by Beijing Municipal People’s Government on August 30, 1990 and promulgated by Beijing Municipal Price Bureau on August, 1990)

  Article 1 These Provisions are formulated in accordance with Article 27 of the Regulations of Beijing Municipality on Price Supervision and Inspection.

  Article 2 The price inspection offices of the municipal, district and county price bureaus and the price inspection offices of townships, towns and sub-district offices (hereinafter referred to as price inspection institutions) shall have the authority to conduct price supervision and inspection and handle price violations in accordance with these Provisions.

  Article 3 The price inspection agencies at all levels in this Municipality shall exercise their functions and powers of price supervision and inspection according to law, and have the right to supervise and inspect the implementation of price laws, regulations and policies by the competent departments of the people’s governments at the same level, the people’s governments at lower levels and enterprises, institutions and individual industrial and commercial households within their respective administrative areas.

  Fourth price inspection agencies at all levels to investigate and deal with price violations, according to the following provisions:

  A, municipal enterprises and institutions, enterprises with foreign investment, foreign institutions in Beijing price violations, investigated and dealt with by the municipal price inspection agencies.

  Price violations of enterprises and institutions affiliated to the central government in Beijing shall be handled by the municipal price inspection agency in accordance with the provisions of the State Administration of Price.

  Second, the district and county enterprises and institutions, market operators price violations, investigated and dealt with by the district and county price inspection agencies.

  Three, township, town, street belongs to enterprises and institutions, individual industrial and commercial households price violations, investigated and dealt with by the township, town, street office price inspection agencies.

  Article 5 The standard of the amount of fines for price violations shall be implemented in accordance with the Provisions of the State Administration of Price on Punishment for Price Violations.

  Article 6 According to the actual situation, the higher-level price inspection institutions may entrust the lower-level price inspection institutions to deal with the price violations within their jurisdiction, or jointly inspect and deal with them;

  The lower-level price inspection agencies can handle difficult price violations, and the higher-level price inspection agencies can assist or directly handle them.

  Higher price inspection agencies can directly deal with price violations within the scope of authority of lower price inspection agencies.

  Article 7 Where two or more price inspection agencies have the right to deal with price violations, the price inspection agency that first found the price violations shall be the main one, with the assistance of the relevant price inspection agencies, and they shall jointly deal with them. When necessary, the price inspection agency at the next higher level shall be responsible for organizing and coordinating.

  Major and complicated price violations across regions and counties shall be jointly inspected and handled by the municipal price inspection agencies and organized by the relevant district and county price inspection agencies.

  Eighth specific issues in the implementation of these Provisions shall be interpreted by the Municipal Price Bureau.

  Article 9 These Provisions shall come into force as of, 1990.
