Chen Jiaji has served as mayor and secretary of Qingyuan.

  At the same time, Xu Pinghua, who once joined Chen Jiaji in oorganization and served as the mayor of Qingyuan, also appeared. In March this year, when she was transferred to the post of Deputy Secretary-General of the Guangdong Provincial Government, it was reported that she was "in trouble". According to media reports, Xu Pinghua was taken away for questioning during the small holiday in Tomb-Sweeping Day, and has not been working normally on the job. The official has not announced the results of its treatment. At the 26th meeting of the Standing Committee of the 12th Guangdong Provincial People’s Congress held at the end of May, Xu Pinghua resigned as a deputy to the Guangdong Provincial People’s Congress.

  Chen Jiaji is a native of Lianjiang, Guangdong Province. He joined the military camp in his early years and worked as a tank company commander. In 1984, Chen Jiaji transferred to other places and joined the Guangdong Provincial Taxation Bureau. During his 16 years working in the tax system, he was promoted from a clerk to the deputy director of the Guangdong Provincial Local Taxation Bureau.

  In 2004, Chen Jiaji became the mayor of Qingyuan, and four years later, he was promoted to secretary of the municipal party committee. Chen Jiaji served as the top leader of the party and government in Qingyuan for seven years, and was once praised as "outstanding achievements" by the outside world.

  According to the public reports of authoritative media in Guangdong in 2010, Qingyuan, as the sixth consecutive champion of the province’s economic growth, not only completed all the targets of the Eleventh Five-Year Plan one year ahead of schedule, but also became the vanguard of the development of underdeveloped areas in Guangdong Province, "creating a miracle of economic development in underdeveloped areas".

  In an open interview, Chen Jiaji once said that compared with 2005, the GDP of Qingyuan increased by 1.4 times, with an average annual growth rate of 24.8%. And this kind of economic growth happened during Chen Jiaji’s tenure.

Many Qingyuan business people confirmed that the man in black was the general manager of a large real estate enterprise in Qingyuan.

  Chen Jiaji is also very close to a real estate developer named Luo. Luo started his career in river and sand management, and had long been in contact with Chen Jiaji’s family. Later, he undertook a number of old city reconstruction projects and was elected as a member of the CPPCC. Just last year, Luo was arrested in a black case. After investigation, Luo opened an underground casino in Qingyuan, using usury to cause gamblers or borrowers to bear huge debts, unable to pay their debts, and then used soft and hard violence to achieve the purpose of encroaching on the victim’s fixed assets or company equity. As a result, many local private entrepreneurs went bankrupt, and some victims were afraid that their families would choose to commit suicide.

  An unconfirmed message said that after Luo was arrested, he confessed the clues of Chen Jiaji’s bribery. A person who once reported Chen Jiaji with his real name told the Independent Commission Against Corruption (ICAC) reporter that shortly after Luo was arrested, he received a phone call from the relevant departments in Guangdong Province and asked him if he had any questions concerning Chen Jiaji.

  After Chen Jiaji’s fall, the local business community was jittery, and many real estate businessmen were taken away to assist in the investigation. According to the reporter of Integrity Outlook, most of the real estate developers who were taken away to assist in the investigation were released in mid-May. However, they are still restricted from leaving the country.

  Entanglement with local businessmen

  Over the years, some businessmen have been reporting Chen Jiaji to the higher authorities. It is widely rumored in the local area that it was a Qingyuan construction businessman who filmed and posted the "10,000 yuan foreign wine incident" on the Internet. For this incident, the businessman’s attitude is also repeated. At one time, he showed off many times at big and small dinners, saying that it was himself who engaged in Chen Jiaji. "If Chen Jiaji breaks my financial path, Lao Tzu will break his official path.". But soon after, he tried to distance himself from the matter and said that he didn’t know. The reporter of Integrity Outlook called this businessman, and when he mentioned this matter, he said that "I can’t remember it clearly after many years".

  Liu Guoqing, a real estate businessman in Qingyuan, also took aim at Chen Jiaji because of a land dispute that lasted for many years. Liu Guoqing claimed that a piece of land worth hundreds of millions of yuan under his name was taken away by people with local background, so he fought a lawsuit for ten years and petitioned the higher authorities several times.

  This land lawsuit lasted for many years. Liu Guoqing refused to accept the judgment made by Qingyuan Intermediate People’s Court and appealed to Guangdong Provincial High Court, which basically upheld the original judgment. Liu Guoqing appealed to the Supreme People’s Court again, and the Supreme Court held that "the facts in the original judgment were unclear" and sent it back for retrial. Qingyuan Intermediate People’s Court still upheld the original judgment after retrial. When it went to the Provincial High Court again, the court held that "the basic facts were unclear in the original judgment" and sent it back to Qingyuan Intermediate People’s Court for retrial.

  Liu Guoqing believes that the case is so tortuous because of "special factors". In a rage, Liu Guoqing took the Qingyuan Municipal Government to court, while Chen Jiaji was then the mayor of Qingyuan. Liu Guoqing said that he hoped to ask Chen Jiaji face to face in court why he wanted to suppress himself.

The police told the lawyer that Liu Guoqing was suspected of an economic fraud case and wanted to take him back for questioning.   Xu Pinghua became an official at the official level at the age of 37, and took over the post of Guangdong Provincial Party Secretary of the Communist Youth League from Pan Yiyang.
