Guangdong comprehensively promotes the pilot system of disease control supervisor in medical institutions.

  

  Recently, the full-time disease control supervisor appointed by the Provincial Health and Wellness Committee has settled in the Provincial People’s Hospital and the Second People’s Hospital of the province. Up to now, 58 medical institutions, 42 full-time supervisors and 118 part-time disease control supervisors in Guangdong have participated in the pilot work of the disease control supervisor system in medical institutions, and explored a replicable and scalable path model of the disease control supervisor system in medical institutions.

  Guangdong was selected as the pilot area of disease control supervisor system in medical institutions.

  Disease control supervisor refers to full-time or part-time personnel who are responsible for supervising the development of disease control work in medical institutions and supervising the implementation of reporting responsibilities of infectious diseases and public health emergencies in public hospitals, primary medical and health institutions and social hospitals.

  Exploring the establishment of disease control supervisor system in medical institutions is an important task in the reform of disease prevention and control system and an important measure to deepen the integration mechanism of medical treatment and prevention. The establishment of disease control supervisors in medical institutions aims to compact the main responsibility of disease prevention and control in medical institutions, supervise the development of disease prevention and control in medical institutions, and promote the implementation of reporting responsibility for infectious diseases and public health emergencies. Nine provinces and cities, including Guangdong, have been selected as pilot areas for developing the disease control supervisor system of medical institutions.

  The relevant person in charge of the Provincial Health and Wellness Committee said that the establishment of the disease control supervisor system is essentially to move the barrier of disease control supervision forward, extend the "tentacles" of supervision to the "last mile", and promote medical institutions to implement the "prevention first" policy and take the initiative to guard against public health risks, so as to grasp early, carefully and normally.

  58 medical institutions in Guangdong started pilot projects.

  In order to implement the pilot work of the disease control supervisor system in medical institutions, from the end of May, the Provincial Health and Wellness Committee deployed in Guangzhou, Shenzhen, Foshan, Dongguan and other four cities to start the disease control supervisor system pilot. Recently, the Provincial People’s Hospital and the Provincial Second People’s Hospital have joined the pilot ranks. The provincial and municipal health supervision institutes each sent a health supervisor as a full-time disease control supervisor to the Provincial People’s Hospital, and the Provincial Center for Disease Control and the Provincial People’s Hospital each sent a comrade who felt control as a full-time disease control supervisor to the Provincial Second People’s Hospital.

  According to the relevant requirements, all pilot cities should station full-time disease control supervisors in infectious disease hospitals, more than five public hospitals above the second level and more than five other medical and health institutions within their respective jurisdictions. Public hospitals, township hospitals, community health service centers and social hospitals recommend 1-3 part-time disease control supervisors according to the number of beds. Up to now, 58 medical institutions, 42 full-time supervisors and 118 part-time disease control supervisors have participated in the pilot work in Guangdong.

  According to reports, full-time disease control supervisors should have more than 5 years of management experience in the medical and health industry, and they are selected by disease prevention and control departments at all levels from the staff of their own departments, disease control institutions, supervision institutions and other units; It is indeed necessary to select medical and management personnel with experience in spreading prevention and sensing control in some medical institutions as full-time disease control supervisors. Part-time disease control supervisors are recommended by medical institutions. The term of office of disease control supervisors shall be no less than one year, during which they shall receive regular training and participate in the performance assessment.

  According to the requirements, full-time disease control supervisors will supervise and inspect the implementation of laws and regulations on the prevention and control of infectious diseases and health standards in medical institutions; Stop, correct and report the illegal acts in the prevention and control of infectious diseases, and urge the implementation of rectification measures; Participate in the investigation and handling of complaints and incidents related to the prevention and control of infectious diseases, assist and cooperate with disease control institutions and authorize them to investigate and handle the epidemic situation, and report relevant important matters to the disease prevention and control department in a timely manner. Part-time disease control supervisors carry out self-examination on disease prevention and control in their own units, supervise and inspect the self-examination of infectious disease prevention and control in their medical institutions every quarter, and assist full-time disease control supervisors to carry out relevant supervision and inspection.

   Explore the establishment of the working mechanism of disease control supervisors

  In order to solidly promote the pilot work of the disease control supervisor system in medical institutions, the Provincial Health and Wellness Commission and the Provincial Bureau of Traditional Chinese Medicine jointly issued a document to set up an expert guidance group for the pilot project of the disease control supervisor system in medical institutions, and selected 11 experts including disease prevention and control, health supervision and law enforcement, and hospital infection prevention and control. Most of them have experience in epidemic prevention and control. They will participate in the research and formulation of policy documents for the disease control supervisor system in medical institutions, participate in pilot work seminars, research and evaluation, and provide intellectual support for the pilot work of the disease control supervisor system.

  At the same time, the Provincial Health and Wellness Committee also held a training meeting on the pilot work of the disease control supervisor system of medical institutions in the province, and invited members of the expert group to give lectures on the interpretation of policy documents, introduction of laws and regulations, professional technical guidance, and sharing of work experience.

  Next, our committee will also organize the pilot work investigation, carry out information system training, annual assessment, pilot summary and other work, explore the establishment of the working mechanism of disease control supervisors, use the assessment and results to promote the pilot work to be effective, and make a series of replicable innovation achievements, making a Guangdong demonstration for the comprehensive establishment of the disease control supervisor system.
