　　At about 16: 00 on November 3, 2018, the "Cilan 1" tanker docked at the dock of Donggang Petrochemical Company in Quangang District, Quanzhou City; At 19: 20 on November 3, the loading operation of industrial cracked carbon nine began from the oil pipeline of Donggang Petrochemical Terminal; At 0: 51 am on November 4, the oil pipeline jumped; At 1: 13 a.m., the operators of Donggang Petrochemical Terminal found that the industrial cracking C9 chemical leaked during the loading process. On-site staff immediately took measures to stop the pump and close the valve, and entrusted qualified units to the dock to recover dirty oil quickly. At 1: 23 am, the oil stopped leaking; At 2 o’clock in the morning, the disposal unit rushed to the dock to recover the dirty oil; At 4: 30 in the morning, the cleaning operation in the oil boom basically ended. However, some dirty oil moved to the adjacent Xiaocuo sea area, and the air in some areas of Quangang appeared pungent smell. 　　Provincial and municipal environmental protection, marine fisheries, safety supervision and other departments started monitoring the atmosphere, marine environment and aquatic products in the affected areas from the 4th day. In terms of atmosphere, at 12: 00 on November 4th, the monitoring results of VOCs were 14.9mg/m3 in Shangxi Village (the village closest to the leakage point), 0.4934mg/m3 in Fengqian Village and 0.9756mg/m3 in Xiaocuo Village respectively. On November 4th, the monitoring results of VOCs in Shangxi Village decreased to 4.929mg/m3 at 3pm, and 0.429mg/m3 at 4pm. At 10: 00 am on November 5th, the monitoring results of VOCs were 0.0574mg/m3 in Shangxi Village, 0.5200mg/m3 in Fengqian Village and 0.7740mg/m3 in Xiaocuo Village. 1. Before the whole island is closed, the enterprises registered in Hainan Free Trade Port and with independent legal person status shall be exempted from import duties, import value-added tax and consumption tax when importing raw and auxiliary materials used for production and self-use, production and processing activities in the mode of "two ends out" or service trade in the mode of "two ends out".

Two, "zero tariff" raw materials to implement positive list management, the specific scope of the annex. The contents of the list shall be dynamically adjusted by the Ministry of Finance in conjunction with relevant departments according to Hainan’s actual needs and regulatory conditions.

3. The spare parts listed in the annex shall be subject to the "zero tariff" policy for raw and auxiliary materials, and shall be used for the maintenance of aircraft and ships (including the maintenance of related spare parts). If one of the following conditions is met, import duties, import value-added tax and consumption tax shall be exempted:

(a) used for the maintenance of aircraft and ships (including related parts and components) that enter the territory from abroad and are transported out of the country;

(two) for the maintenance of aircraft operated by aviation enterprises with Hainan as the main operating base (including related parts);

(three) for the maintenance of ships (including related parts) operated by shipping companies registered in Hainan with independent legal personality and taking the ports in Hainan Province as the port of registry.

Four, "zero tariff" raw materials are limited to the production and use of enterprises in Hainan Free Trade Port, subject to customs supervision, and may not be transferred or left the island. If it is really necessary to transfer or leave the island due to bankruptcy and other reasons, it should be approved and go through the formalities of paying taxes. If the goods processed and manufactured with "zero tariff" raw materials are sold on the island or sold to the mainland, it is necessary to pay back the import duties, import value-added tax and consumption tax of the corresponding raw materials, and collect domestic value-added tax and consumption tax according to regulations. The export of goods processed and manufactured with "zero tariff" raw materials shall be implemented according to the current tax policies on export goods.

5. If an enterprise imports raw and auxiliary materials listed in the positive list and voluntarily pays import value-added tax and consumption tax, it may apply at the time of customs declaration.

　　Reuters analyzed on 28th that this agreement "may avoid a debt default that undermines economic stability", and this effect of "ending uncertainty" is welcomed by financial markets. However, the agreement may only make investors "temporarily excited", and the market "may soon discover" that this is actually "bad news".
