Bidding and procurement projects shall be carried out by social intermediary agencies, and a unified service public resource trading center shall be established. The administrative supervision department shall be responsible for the implementation of administrative supervision according to law, and the Municipal Commission for Discipline Inspection and Supervision shall station a discipline inspection team (supervision room) in the Municipal Public Resource Trading Administration to supervise the administration according to law, thus forming an operating mechanism in which decision-making power, execution power and supervision power are relatively separated and mutually restricted.

Establish a whole-process electronic bidding system, and implement the whole-process electronic operation in every link of bidding and procurement projects, from the entrustment of the owner, the acceptance of the center, the extraction of the agency to the bid opening and bid evaluation; The development of administrative supervision and electronic supervision system provides new means for administrative supervision. Eighteen electronic bidding templates have been established and improved, and the electronic rate of open bidding projects has stabilized at 80%. It is in the leading ranks in the country, realizing cross-city and off-site evaluation of bidding procurement projects, and improving the efficiency of bid evaluation.

It is the first in the province to promote the construction of credit evaluation system for public resources transactions. According to the needs of credit evaluation system construction, 48 evaluation rules have been formulated, and a "blacklist" system for enterprises and individuals with bad behavior has been established, and enterprises with bad behavior records have been blacklisted and publicized online. The integrity evaluation information system was improved, with 40,295 pieces of effective evaluation information and 4,749 evaluated units. Vigorously promote the use of credit evaluation system in construction project bidding, so that credit becomes value. 326 credit standard projects have been completed, and the mechanism of "keeping promises and encouraging, breaking promises and punishing" has been established, forming a management system and application model of integrity evaluation of public resources transactions with Wuhu characteristics. In August, 2015, the Provincial Department of Housing and Urban-Rural Development held an on-the-spot meeting on the practical application of credit evaluation system in construction project bidding in Wuhu, introducing the experience of credit evaluation system construction in Wuhu, and promoting the construction of credit evaluation system in engineering construction in the whole province.

In accordance with the requirements of "systematization of system construction and normalization of system improvement", 168 measures for public resources trading system have been formulated and improved, and the management system of public resources trading operation in Wuhu City has been gradually improved. 

According to the characteristics and evaluation requirements of different projects, 18 sets of bid evaluation methods have been formulated in accordance with the requirements of classified and graded bid evaluation methods, and the bid price range of projects has been adjusted to effectively curb malicious low-price bidding. The tenderers, especially those of engineering projects, generally reflect that the bid-winning price tends to be more reasonable than in the past. 

With the goal of establishing a standardized and unified public resource trading market, we will actively promote the integration of cities and counties in public resource trading, implement the "eight unifications", standardize public resource trading activities, and create a unified and standardized city-county integrated public resource trading platform.

—— Liu Jun of Maanshan Iron and Steel Group, the "No.1 Huizhou craftsman"

Liu Jun, male, 36 years old, party member of the Communist Party of China, welder of Metallurgical Construction Branch of Masteel Engineering Technology Group Co., Ltd., national technical expert and senior technician. In 2012, he was hired by the company as a technical expert of Maanshan Iron and Steel Co., Ltd., and now he is the captain of the welding engineering team of Metallurgical Construction Company. Over the years, he has solved many welding technical problems for Masteel with superb skills and outstanding talents, and played an important role in Masteel’s construction and equipment maintenance.

First, the project performance

In 2012, in the largest welding production of 300T converter trunnion in China, Liu Jun and his research team successively solved three welding technical problems, including integral welding of trunnion segment, dissimilar steel welding of trunnion body of trunnion, and on-site assembly-welding trunnion coaxiality accuracy control, and the trunnion coaxiality was controlled below 0.3mm, reaching the leading level in China. This technology won the "Excellent Scientific and Technological Achievement Award of Anhui Province", and three innovative technologies were approved as "Provincial and Ministerial Construction Method".

In February 2013, under the background of reducing cost and increasing efficiency in Maanshan Iron and Steel Co., Ltd., our company developed a large-scale welded slag tank. Liu Jun, as the person in charge of on-site welding of slag pot, adopted full penetration welding method for all connecting parts to solve the problem of uneven thermal stress distribution under high-temperature heat loss of connecting parts, which effectively improved the high-temperature working stability of welding slag pot to the level of casting slag pot. At the same time, in the trial-production of welding slag tank, he solved the technical problem of excessive restraint stress in welding of large tank bottom by formulating reasonable assembly welding sequence and controlling weld heat input. The finished product has been tried by Masteel’s No.4 Steel Rolling Plant, and the effect is good, which meets the design requirements. This type of welding slag tank became the second practical welding slag tank product in China after Baoye welding slag tank, and his innovative technology won the third prize of Masteel’s scientific and technological research.

Second, skill competitions and technological achievements

In the past three years, Liu Jun has participated in provincial and municipal welding skill competitions on behalf of Maanshan and Maanshan for many times, and has achieved impressive results. In 2013, he represented Maanshan City in the 7th Anhui "Hui Jiang Cup" Architectural Skills Competition and won the second place in the welder group. In 2014, he participated in the 11th "Zhenxing Cup" Vocational Skills Competition in Anhui Province on behalf of Maanshan City and won the first place in the welder group; In 2015, he participated in the 6th Vocational Skills Competition in Maanshan on behalf of Maanshan, and won the first place as an electric welder. In the same year, on behalf of Maanshan City, he participated in the 9th Anhui "Huizhou Craftsman" Vocational Skills Competition and won the first place in the welder group.

In recent years, Liu Jun and his technical research team have made a lot of technical achievements, and have participated in various QC results releases on behalf of the company for many times.

Liu Jun is not only the pioneer of technology and skill innovation, but also the teacher of welding skills. In Ma ‘anshan Vocational Skills Competition and valin star horse Cup Welding Competition in 2014, as a practical coach, he led many players in our company to get the top scores in one fell swoop, and seven of them were promoted to welding technicians. In his daily work, the construction site of every project is his training ground, and he always explains every process step, every welding sequence and every operation detail in place and personally demonstrates it. Under his example, the overall technical level of our company’s welding engineering team has been continuously improved. Now, this team has grown into the ace army of Masteel’s equipment manufacturing, maintenance and repair.

At present, the Branch has 5 dredgers, including 1 cutter suction dredger of 3800m3/h and 4 cutter suction dredgers of 800m3/h-80m3/h, all of which are equipped with various scientific and technological equipment such as GPS and depth sounder. Dredging Branch takes environmental protection dredging as the main direction, with remarkable achievements in energy saving and emission reduction and scientific and technological innovation, and participates in the plateau reservoir management project of the Eighth Agricultural Division in Xinjiang, which has entered the implementation stage, with a total project amount of 5 million m3. Dredging projects of Dredging Branch are spread all over Huaihe River, Sima Mountain and River, Qingge River and other river basins, and the total amount of projects under construction and proposed is 29.6 million m3. The working and living conditions of the branch company are difficult, but the employees and crew of the branch company are not afraid of hardship and fatigue, and they still stick to their posts during the Spring Festival holiday. The project manager Shao Jia jumped into the water in the rain to continue the construction, and the fleet director proudly commanded the ship to dispatch, and so on. Dredging Branch adheres to the principle of "doing a project and building a monument". By May 2016, it plans to complete a profit of 4.6 million yuan, completely get rid of losses, create profits for the enterprise and enhance its reputation.
