  According to the planning content, during the "14th Five-Year Plan" period, with the accelerated development of modern industrial system and digital economy, the rapid layout of industries such as 5G, intelligent manufacturing and high-end manufacturing, and the rapid development of key areas such as "three cities and one district", the power demand potential will be obviously released. It is estimated that by 2025, the electricity consumption of the whole society in this city will be 140 billion kWh, with an average annual increase of 4.2%, and the maximum power load will be 33 million kilowatts, with an average annual increase of 7.6%. At the end of the Tenth Five-Year Plan period, about 28 million kilowatts of external power will be needed.

  During the Tenth Five-Year Plan period, the city will grasp the direction of green and low-carbon development, further optimize the power supply structure, promote the development of renewable energy, strengthen energy cooperation outside the region, comprehensively improve the local power supply capacity and the consumption level of renewable energy, and form a new power supply security pattern.

  Vigorously promote the expansion of centralized wind power projects such as Guanting and Qinghuiling; Combine low-carbon parks and zero-carbon villages to promote the development of decentralized wind power projects. Accelerate the construction of garbage incineration power generation projects in Daxing and Shunyi, sludge biogas power generation projects in reclaimed water plants such as Gaobeidian and xiaohongmen, and put them into operation in parallel during the Tenth Five-Year Plan period.

  Actively introduce clean power from other places, deepen energy cooperation between Beijing-Tianjin-Hebei and surrounding areas, arrange surrounding renewable energy bases in an orderly manner, actively promote the construction of wind power bases around the capital, and support the construction of renewable energy bases in Shanxi, Mongolia and other regions. Explore the establishment of a new model of "green electricity" entering Beijing, which is "the development of overseas resources, the directional transmission of green electricity and the directional consumption of this city", and gradually improve the consumption level of local renewable energy power. By 2025, the transferred green electricity will reach 30 billion kWh, accounting for about 21.4% of the total electricity consumption.

  The city will scientifically plan the power grid in mountainous areas, comprehensively improve the power supply guarantee capacity, follow the principle of "first standing before breaking", and steadily and orderly promote the implementation of the "coal-to-electricity" project in Fangshan, Mentougou, Huairou, Pinggu, Miyun, Yanqing and other mountainous areas on the premise of sufficient power supply; Improve the heating guarantee mechanism and emergency repair system for users of "coal to electricity" in mountainous areas, and improve the service level of rural power supply. By 2025, heating in mountainous areas will be basically realized without coalification.

  Optimize the layout of charging and replacing facilities, build a network of charging facilities "mainly charging in residence and office, supplemented by rapid charging by public utilities", and form a service system with high efficiency and excellent experience. Strive to reach 700,000 charging piles and 310 power stations in the city by 2025, and the average service radius of public charging facilities for electric vehicles in plain areas is less than 3 kilometers. Orderly promote the transformation of gas stations in the functional core area of the capital to charging stations and power stations.

  The city will also accelerate the "LPG to electricity/natural gas" in accordance with the principle of "gas is suitable, electricity is suitable". By 2025, non-resident liquefied gas cylinders will be cleared in key areas such as the capital functional core area and Changping "Huitian area", and the number of catering merchants "replacing gas with electricity" will reach a certain scale. At the same time, we will continue to promote the power blanking project and orderly promote the renewal and transformation of the distribution network in old communities before 2000. Combined with the construction of utility tunnel, major projects and key tasks in this city, we will link up key projects such as urban renewal, fine renovation and upgrading of back streets and alleys, and make overall plans to promote the underground project of power overhead lines in the functional core area of the capital.
