Make tens of thousands of "time bombs"? Police in Dezhou, Shandong Province cracked a case of making and selling fake certificates on a large network.

       CCTV News:With the recent transfer of 41 criminal suspects to the procuratorate, a super-large black industrial chain involving 27 provinces and using the Internet to manufacture and sell certificates and seals of state organs was destroyed by the Dezhou police in Shandong Province. During the operation, the police smashed four underground dens for fake certificates, seized more than 20,000 finished and semi-finished certificates such as forged road transport qualification certificates, and frozen more than 1.8 million yuan of funds involved.

       At the end of March this year, Dezhou police received a report from the Municipal Transportation Bureau that a fake official website of Dezhou Road Transportation Management Office was found online. Staff of Dezhou Transportation Bureau: "At that time, there was a person with a road transportation qualification certificate who went to our unit for the annual review and continuing re-education of this qualification certificate. We took this certificate and couldn’t find it from our system. We suspected it was a false certificate, but this employee insisted that his certificate was true and could be found on the website.

       It was a truck driver who went to the traffic department for annual examination of the road transport qualification certificate. According to the website provided by him, the staff opened a website called Dezhou Transportation Management Office, which did have information about the driver.

       Dezhou Transportation Bureau staff: "But this website is different from the website of our official road transport qualification certificate. We suspected that his certificate and this website were fake, so we reported the case to the public security department."

       The incident happened at a time when the Ministry of Public Security launched the "Net Net 2018" special campaign. Decheng Branch immediately set up a task force to conduct a preliminary investigation of the clues. After analyzing and judging the false website information, the suspects Qin and Wang who operated and maintained the website were locked. The police found that Qin in Dezhou and Wang in Taiyuan established fake websites mainly to sell fake road transport qualification certificates online.

       After several months’ careful investigation, the Dezhou police uncovered a criminal chain that forged state organs’ certificates and seals with Qin and Wang as the link and a clear hierarchy of up and down lines. Qin, Wang and others have built seven fake websites of state organs, most of which are fake websites of transportation departments, manufacturing and selling fake road transportation qualification certificates, and fake certificates such as welder’s certificates, electrician’s certificates, ID cards and passports.

       Police investigation found that there were four dens where Qin, Wang and others made and sold fake certificates, which were located in Dezhou, Dongping and Taiyuan, Shandong Province. Because of the different regions where they made and sold fake certificates, they often exchanged needed goods.

       On the basis of mastering the criminal suspects’ fake dens, the Dezhou police organized the police force to divide into eight routes and went to Shanxi, Yunnan, Zhejiang and other places to carry out arrest operations. During the operation, major suspects such as Qin and Wang were arrested, and all four fake dens were destroyed.

       After three rounds of arrests, the police arrested 43 suspects involved in the case, seized more than 40 computers and printers used for counterfeiting, more than 20,000 finished and semi-finished fake certificates, and more than 40,000 pieces of information about people handling fake certificates on fake websites. Among them, Wang’s fake dens in Taiyuan are the largest.

Often, when the person who gets this fake certificate really gets it, it is basically 300 yuan, and a other welder’s certificate and electrician’s certificate may have a higher price."

       False certificates affect fair competition and have huge security risks.

       In order to ensure safety in production, in our country, employees in transportation and some special types of work have to go through formal training and examination and take up their posts with certificates, while some people take advantage of opportunism and buy fake certificates without training and examination, which will inevitably bring serious hidden dangers to safety in production.

       Although these false certificates are highly simulated, it is difficult for ordinary people to distinguish between true and false, but not all false certificates can get away with it. In case they are found by the relevant departments, the criminal suspect still has a set of methods to deal with the inspection.
